In Congress, Costa helped pass the American Rescue Plan, securing billions for California and the Valley: $3.5 billion for drinking water infrastructure, $3.2 billion for repairing aging water projects, and $1.15 billion for new water storage. He also delivered $25.3 billion for California highways—including Highways 99 and 41—and $3.3 billion to reduce the threat of wildfires.
Costa has consistently worked to keep communities safe, directing funding to combat gangs and drugs, putting more law enforcement officers on the streets, and leading efforts to pass the Victims of Child Abuse Act.
During the COVID-19 pandemic, he fought to secure federal support for hospitals and community health centers. He also led the push to establish a medical school at UC Merced in partnership with UCSF Fresno, securing $200 million in state investment, along with resources to expand nursing programs at Fresno City College and Fresno State.
