Henry Cuellar is serving his ninth term representing Texas’ 28th Congressional District, which stretches from Laredo to San Antonio. A lifelong advocate for education and opportunity, he grew up in a large family of migrant farm workers in Laredo and went on to become the most degreed member of Congress, earning advanced degrees in law, government, and international trade.
In Congress, Cuellar is the only Texas Democrat on the House Appropriations Committee, where he serves as Vice Chair of the Homeland Security Subcommittee and also sits on the Defense and Agriculture Subcommittees. He has also held leadership roles as Chief Deputy Whip. Known for his bipartisan approach, Georgetown University’s Bipartisan Index once ranked him the most bipartisan Democrat in the House.
Before being elected to Congress, Cuellar worked as an attorney, educator, and small business owner. He also served as a Texas State Representative and as Texas Secretary of State. Today, he continues to focus on fiscal responsibility, border security, and policies that strengthen families and communities across South Texas.
Henry and his wife, Imelda, live in Laredo with their two daughters, Christina and Catherine.
